Ukrainian President Volodymyr Zelenskyy signed Decree No. 657/2025 appointing Yevhen Khmara as head of the Special Operations Center A of the Security Service of Ukraine (SBU).

The document officially confirms Khmara's appointment to a senior position in one of the key departments of the SBU, which is responsible for conducting special operations and strategic measures to ensure state security.

The appointment takes effect from the moment the decree is signed by the president.

According to publicly available information, little is known about Khmara's career. It is known that in March 2019, the fifth president of Ukraine, Petro Poroshenko, awarded him the Order of Danylo Halytskyi.

The award was given for personal contributions to strengthening national security, courage, high professionalism, and exemplary performance of official duties on the occasion of the Day of the Security Service of Ukraine.

The SBU's Center A performs a wide range of tasks, from counterterrorism operations to special missions in the interests of national security.
