Ukraine's energy minister reveals idea of comprehensive truce with Russia

He noted that the proposal involves a mutual halt to strikes on energy infrastructure, rather than an exchange or concessions.

"We are talking about a cessation of strikes on Ukraine's energy sector by the Russian side. And accordingly, our deep strikes on Russian oil refining and their energy infrastructure will stop as well," the minister said.

Shmyhal said the initiative had already been discussed during a meeting between the presidents of Ukraine and the United States, while the details of the approach were worked out with US Energy Secretary Chris Wright.

"We are ready for such a conversation. The question is whether Russia is ready for this conversation, for a complete ceasefire," the minister said.

Maritime security and preparations for winter

The minister said Ukraine is ready to consider an energy truce together with a maritime ceasefire.

"Because this includes food security and opens the grain corridor — for both us and the enemy. Of course, this would make the economic situation a little easier for our farmers," Shmyhal explained.

Such a comprehensive approach would allow the country to get through the upcoming heating season much more calmly and safely. At the same time, the minister stressed that Ukraine is not counting on the enemy's honesty and continues systematic preparations for any scenario.

"We are doing everything to ensure that Ukraine gets through the next winter reliably in terms of energy," he stressed.

Earlier, Shmyhal said that Ukraine had received two documents detailing Russia's preparations for strikes on the energy sector this winter. Russia has identified in detail which facilities it will attack, as well as how many weapons and what types of weapons it will use.
