Ukraine is strengthening its leadership in cybersecurity. In particular, with the involvement of Romania and Moldova, a regional cyber alliance will be established, according to the website of the National Security and Defense Council of Ukraine.

On July 30, consultations took place in Chernivtsi regarding the creation of this cyber alliance. Its goal is to enable practical cooperation in countering cyber and hybrid threats, primarily from Russia.

Additionally, the alliance will enhance cooperation between Ukraine, Romania, and Moldova:

  • exchanging information about cyber threats;
  • jointly developing and implementing AI-based solutions;
  • training specialists, including for conducting joint cyber defense operations;
  • increasing the resilience of critical infrastructure and protecting democratic institutions.

As noted by the NSDC, one of the alliance’s guiding principles is the ability to provide a joint response and react to cyberattacks that pose threats to the national security of its members.

Additionally, the alliance is founded on openness, allowing new participants to join from countries that share common democratic values and strategic priorities.

“Russia, as a terrorist country, uses cyberspace to threaten the security and stability of the democratic world. The alliance will become a platform that will strengthen the collective cybersecurity of participating countries and develop effective mechanisms to counter these threats,” said Natalia Tkachuk, Secretary of the National Coordination Center for Cybersecurity (NCCC).

Meanwhile, the Chernivtsi Regional Military Administration proposed providing an organizational base for the alliance’s development by establishing a regional cybersecurity center.

Head of the Regional Military Administration, Ruslan Zaparanyuk, emphasized that this will enhance cybersecurity both at the regional and international levels. He also noted it will help concentrate advanced expertise and promote strategic growth in the field.

During the consultations, Oleksandr Potii, head of the State Service of Special Communications and Information Protection, expressed readiness to join the formation of the alliance. He emphasized the importance of strengthening cyber resilience at the regional level.

Meanwhile, a representative of Ukraine’s Ministry of Foreign Affairs highlighted the relevance of creating new, effective mechanisms for international cooperation in cybersecurity and advancing cyber diplomacy.

“The formation of the cyber alliance will be an important step in implementing the agreements reached by the presidents of Ukraine, Romania, and Moldova following the fourth Ukraine-Southeast Europe summit,” the National Security and Defense Council (NSDC) concluded.
