On August 22, Ukraine received a new tranche of financial assistance from the European Union under two programs. €1 billion was provided to Kyiv through ERA Loans, and an additional €3.05 billion was allocated under the Ukraine Facility, according to Ukrainian Prime Minister Yulia Svyrydenko.

According to her, Ukraine received a total of €4.05 billion from its partners, of which:

  • €1 billion under ERA Loans, financing from the proceeds of frozen Russian assets
  • €3.05 billion under the Ukraine Facility for recovery and integration.

"This support strengthens both the state budget and the reconstruction process. Thank you to our European partners. Together, we are moving confidently towards Ukraine's future in a strong and united Europe," Svyrydenko adds.

The National Bank of Ukraine expects Ukraine to receive record amounts of external financial assistance this year (about $55 billion), primarily due to faster transfers of tranches under the ERA Loans program. However, in 2026, the amount will decrease to $17 billion.

At the same time, the Ministry of Finance of Ukraine should include a realistic spending scenario in the draft budget for 2026. Most likely, this will be an assumption about the continuation of hostilities.
