Ukraine pushes for guarantees, Russia demands control over new territories - US Vice President

US Vice President JD Vance stated that negotiations to end Russia’s war against Ukraine are “very complicated,” Bloomberg reports.
According to Vance, the talks to end Russia’s war against Ukraine are focused on two main issues — security guarantees for Kyiv and Moscow’s control over certain territories.
Indeed, after signing a peace agreement, Ukraine wants to secure guarantees of its territorial integrity and confidence that Russia will no longer carry out invasions.
At the same time, the Kremlin insists on recognition of its control over certain territories, some of which are currently under occupation, while others are not.
“There are two main issues that remain unresolved. In some ways, it seems very simple, but at the same time extremely difficult,” the American politician noted.
Vance also said that a personal meeting between the Presidents of Ukraine and Russia could help advance the negotiation process and achieve agreements.
“That is really where the meat of the negotiation is. The Ukrainians want security guarantees. The Russians want a certain amount of territory,” US Vice President added.
According to Vance, the US is currently working on this issue, but the time and place for the talks have not yet been determined.
The American politician also said that he personally spoke on the phone with Vladimir Putin and described him as “more soft-spoken than you would necessarily expect.”

At the same time, despite his previous loud statements, the Vice President now publicly says that the US will not negotiate with Russia about ending the war without the participation of Ukraine and its partners. This has become an important signal both for Kyiv and for European allies.
