Ukraine supports the Iranian people, who are ready to fight for their freedom. The Islamic Revolutionary Guard Corps (IRGC) has been recognized as a terrorist organization, said Ukrainian President Volodymyr Zelenskyy.

"The whole world sees what is happening in Iran, the number of killings, and how the Iranian regime has invested in spreading war and violence in the region and around the world. Ukraine will not forget a single one of the thousands of Shaheds striking our cities and villages, targeting our people," the President said.

According to Zelenskyy, official European procedures are ongoing to formalize the status of the IRGC as a terrorist organization. He added that Ukraine has already completed this process.

"The EU decision to designate one of the main organizations of the Iranian regime, the so-called Islamic Revolutionary Guard Corps, as a terrorist group has effectively been agreed upon. In Ukraine, we have already adopted this decision; for us, the matter is closed," the President said.

He also emphasized that all terrorists worldwide deserve equal condemnation and none of them should be allowed to win.

Crimes of the IRGC against Ukraine

The IRGC is directly linked to a number of tragic events and war crimes against the Ukrainian people.

In particular, on January 8, 2020, the IRGC’s air defense unit shot down a Ukraine International Airlines plane near Tehran with two missiles.

All 176 people on board were killed, including 11 Ukrainian citizens. Iran tried for a long time to conceal the causes of the crash.

The IRGC is also the initiator and logistician for supplying Russia with Shahed drones.

Furthermore, IRGC instructors were present in the occupied territories of Ukraine, where they trained Russian forces to operate drones and assisted in striking civilian infrastructure.

The IRGC is also the main force responsible for bloody crackdowns on the Iranian population.

During the large-scale protests that swept Iran in 2025–2026, IRGC units used lethal force against demonstrators. According to human rights organizations (HRANA and Amnesty International), the number of victims of the repression has already exceeded 6,000.
