Ukraine’s Defense Minister Mykhailo Fedorov reported serious problems with mobilization, noting that there are about 2 million draft dodgers in the country, as well as hundreds of thousands of cases of unauthorized abandonment of units, reports The Independent.

Scale of the mobilization crisis

Ukraine has faced serious difficulties in conscription amid the ongoing war.

According to data shared by Fedorov, about 2 million citizens are evading mobilization. And since 2022, about 290,000 cases of unauthorized abandonment of service have been recorded.

Impact of the international situation

Against the backdrop of escalating conflict in the Middle East, the attention of the administration of US President Donald Trump has partially shifted away from Ukraine.

At the same time, the negotiation process has reached a deadlock, and Russia has intensified offensive actions.

War of attrition

The nature of hostilities has changed and moved into a prolonged phase. Ukraine states that its troops are inflicting greater losses on the enemy than Russia manages to replenish. At the same time, soldiers on the front line report fatigue and a high workload.

Reasons for evasion

Many citizens perceive service as prolonged participation without clear rotation timelines.

One of the media's interlocutors noted that at the beginning of the war, he voluntarily went to the military enlistment office, but later changed his attitude due to the problems he saw, including cases of unequal approaches to mobilization.

Position of the authorities and resources

Member of parliament Oleksandr Merezhko stated that the country has sufficient human resources to continue the war for a long time. However, the key issue remains managing them and creating motivation.

The authorities emphasize the need to preserve the youth, while programs to attract new fighters have not yet produced the expected effect.

The Armed Forces are considering options for introducing a demobilization mechanism, taking into account different categories of servicemen, while the Ministry of Defense is simultaneously developing separate service conditions and payments for assault units and infantry.
