Ukraine developing its own ChatGPT: What is known about upcoming AI

The development of the first large language model (LLM) in the Ukrainian language has begun in Ukraine. On June 17, a memorandum of strategic partnership was signed with the mobile operator Kyivstar, which will serve as the project’s key investor, according to Mykhailo Fedorov, head of the Ministry of Digital Transformation.
What is an LLM, and why does Ukraine need one
An LLM (large language model) is the foundation for creating AI-based products such as chatbots, analytical systems, document automation tools, voice assistants, and more. Developing a dedicated Ukrainian language model is an important step toward the country’s digital independence.
"A national language model is the foundation for new AI products within the country, startups, investment, and the growth of Ukraine’s economy,” the statement says.
Model will be trained on Ukrainian data
The developers note that the LLM will be trained exclusively on a Ukrainian text corpus, ranging from public sources to historical and cultural materials. This will enable the model to better understand the Ukrainian context, language, and communication nuances, setting it apart from global foreign counterparts.
Among the key advantages of the national model are:
-
Quality: Understanding of Ukrainian realities, language, and historical and social context
-
Accessibility: Lower usage cost for Ukrainian companies and users
-
Security: Data storage within Ukraine, which is especially important for government institutions and the security sector
When the first version will be released
The first public release of the language model is expected by the end of 2025. It will be available to government agencies, educational and scientific institutions, public organizations, and businesses.
This project will be the first step toward building Ukraine’s own AI infrastructure, enabling the country to implement national innovations based on AI, without relying on external technology giants.
