A video of Chechen leader Ramzan Kadyrov talking to Ukrainian prisoners of war was posted online. In response, Ukraine appealed to the International Committee of the Red Cross (ICRC), according to Artur Dobroserdov, the Commissioner for Missing Persons Under Special Circumstances.

As Dobroserdov noted, there is a strong likelihood that the POWs seen interacting with Kadyrov are being held in Chechnya. However, it is confirmed that only some of the individuals shown in the video are officially recognized as being in captivity.

"Regarding the 18 Ukrainian defenders mentioned in the report, official confirmation through the Central Tracing Agency of the International Committee of the Red Cross has not yet been received," Dobroserdov stated.

He emphasized that he had sent a letter to the ICRC to verify the accuracy of the information about the stay of 18 people on the territory controlled by Russia.

Kadyrov's video

On December 4, Kadyrov published a video showing him speaking with Ukrainian POWs allegedly held in Grozny.

In the video, the POWs plead to be returned from Russian captivity.

Dmytro Usov, Secretary of the Coordination Headquarters, recently emphasized that Russia seeks to exchange only its soldiers who were captured in the Kursk region.
