The Ukrainian army will remain the main security guarantee for Ukraine after the war, co-funded by partner countries, said President Volodymyr Zelenskyy at a joint press conference with Dutch Prime Minister Dick Schoof.

Zelenskyy said that all service members who wish to continue serving will be able to do so under new contracts. He noted that the Ukrainian army has already proven its effectiveness in resisting Russian aggression, just as Ukrainian society has mobilized at critical moments.

At the same time, the President emphasized that post-war conditions will not allow the extraordinary measures currently in place.

Many Ukrainians have switched from civilian professions to military service, gaining combat experience, and after the war, they have the right to return to civilian life. Partners can help preserve this unique experience.

"Additional funding, proper contracts for those who want to continue serving, and preservation of the experience gained, particularly in this new technological form of warfare," Zelenskyy explained.

The President stressed that a strong Ukrainian army, financially supported in various ways, forms the foundation of Ukraine's post-war security guarantees.

State budget for 2026

On 3 December, the Verkhovna Rada (Ukrainian Parliament - ed.) approved the 2026 State Budget. The bill received 257 votes and will now be sent to President Zelenskyy for signing.

Key budget parameters remain unchanged: revenues are projected at UAH 2.918 trillion, while expenditures total UAH 4.781 trillion. The budget deficit has increased by nearly UAH 6 billion, reaching UAH 1.9 trillion, equivalent to 18.5% of GDP.

Previously, Defense Minister Denys Shmyhal said the 2026 budget does not include an increase in military salaries. The government plans to implement a new contract-based service model with improved conditions for service members.
