Ukraine and EU respond to Trump with their peace plan: Reuters reveals its content

Ukraine and the European Union have shared their ideas with the US on how to end the war with Russia. This was their response to US President Donald Trump's peace plan, Reuters reports.
According to the outlet, during a meeting in London on Wednesday, April 23, Ukrainian and European officials shared their ideas with their American counterparts on how to end Russia's war against Ukraine.
The agency has learned what the joint peace plan of Ukraine and the European Union looks like.
Ceasefire:

The parties must commit to a full and unconditional ceasefire in the air, on land, and at sea.

Both sides will immediately begin negotiations on the technical implementation of the ceasefire, with the involvement of the US and European countries. This will take place in parallel with the preparation of an agenda and conditions for a comprehensive peace agreement.

Ceasefire monitoring will be conducted under US leadership with the support of third countries.

Russia must unconditionally return all deported and illegally displaced Ukrainian children. There must be an exchange of all prisoners of war based on the all for all principle. Russia must release all civilian hostages.
Security guarantees for Ukraine:

Ukraine receives reliable security guarantees, including from the US (an agreement similar to Article 5 of the NATO treaty on collective defense), as there is no consensus among allies regarding NATO membership.

There are no restrictions on Ukraine’s defense forces.

The guarantor states will form a special group of European and non-European countries willing to participate. There will be no limitations on the presence, armament, or operations of friendly foreign forces on Ukrainian territory.

Ukraine aspires to join the EU.
Territorial issues:

Territorial matters will be discussed and resolved after a full and unconditional ceasefire is in place.

Territorial negotiations will begin based on the line of control.

Ukraine regains control over the Zaporizhzhia Nuclear Power Plant with US involvement, as well as over the Kakhovka dam.

Ukraine receives unrestricted navigation on the Dnipro River and control over the Kinburn Spit.
Economy:

The US and Ukraine will implement an agreement on critical minerals.

Ukraine will be fully rebuilt and receive financial compensation, including through Russian sovereign assets, which will remain frozen until Russia compensates Ukraine for the damages.

US sanctions imposed on Russia since 2014 may be gradually eased once a sustainable peace is achieved, and reimposed if the peace agreement is violated.
US peace plan
Reuters also published the US peace plan today. The American and the Ukrainian-European documents are similar in many ways, but there are also significant differences.
In particular, according to Washington’s proposal, it legally recognizes Crimea as part of Russia.
The US plan also envisions that Ukraine would give up its aspiration to join NATO.
