The United States is proposing that Ukraine and Russia freeze the war as part of its peace plan. The document mentions Crimea and the Zaporizhzhia Nuclear Power Plant, Reuters reports.

The outlet obtained the full content of US President Donald Trump's peace plan, which US special envoy Steve Witkoff presented during talks with Ukraine, Germany, France, and the United Kingdom in Paris on April 17.

Ceasefire:

  • A permanent ceasefire;

  • Both sides immediately begin negotiations on the technical implementation of the truce.

Security guarantees for Ukraine:

  • Ukraine receives reliable security guarantees;

  • The guarantor states will consist of a special group of European countries and non-European countries that wish to participate;

  • Ukraine will not seek NATO membership;

  • Ukraine may seek European Union membership.

Territorial issues:

  • The US de jure recognizes Russian control over Crimea;

  • The US de facto recognizes Russian control over Luhansk region;

  • The US de facto recognizes Russian-controlled parts of Zaporizhzhia, Donetsk, and Kherson regions;

  • Ukraine gets back temporarily occupied territories in the Kharkiv region;

  • Ukraine regains control over the Zaporizhzhia Nuclear Power Plant through US oversight and management of the plant. Electricity from the plant is distributed between both sides. Ukraine also regains control of the Kakhovka dam;

  • Ukraine receives unimpeded access along the Dnipro River and control over the Kinburn Spit.

Economic issues and Ukraine’s recovery

  • The US and Ukraine will implement a minerals deal;
  • Ukraine will be fully rebuilt and receive financial compensation;
  • Sanctions imposed on Russia since the 2014 war will be lifted;
  • American-Russian economic cooperation in the energy and other industrial sectors.

Rumors about the US plan

Western media have been spreading rumors for the past two weeks about a US peace plan for Ukraine and Russia. The greatest resonance was caused by the US proposal to recognize Crimea as part of Russia.

Ukrainian President Volodymyr Zelenskyy emphasized that Crimea cannot be recognized as Russian. This violates Ukraine's sovereignty and its Constitution.

US President Donald Trump criticized Zelenskyy’s statement, saying such remarks undermine peace negotiations.

Later, RBC-Ukraine's sources reported that Ukraine, together with its European partners, submitted a document to Washington outlining their joint vision for ending the war.
