President Donald Trump stated that US aid to Ukraine during the war amounted to $300 billion. This claim sparked strong reactions among experts and politicians in Ukraine.

Analysis from a German institute

According to the Kiel Institute for the World Economy, which continuously tracks aid to Ukraine and publishes the Ukraine Support Tracker report, total US assistance since the start of the full-scale war and as of February 19, 2025, amounted to €114.2 billion.

The average exchange rate of the euro to the dollar from February 24, 2022, to February 19, 2024, according to the European Central Bank, was 1.0675 USD per euro. Based on this, US aid totaled $121.9 billion.

According to the Ukraine Support Tracker report, considering the euro/dollar exchange rate, out of the total US support, $3.7 billion was humanitarian aid, $49.7 billion was financial assistance, and $68.5 billion was military aid.

Estimates from Ukraine’s Finance Ministry and the Pentagon

According to Ukraine’s Ministry of Finance, as of January 28, 2025, the amount of US financial aid directed to Ukraine’s state budget general fund was $31.2 billion. Additionally, at the end of December 2024, Ukraine received $1 billion from the US as part of the G7’s ERA Mechanism, which distributes funds obtained from the sale of frozen Russian assets. Under this program, the US is expected to provide an additional $19 billion. In total, US financial aid will amount to $51.2 billion.

On January 8, the US Department of Defense published data on military aid provided to Ukraine since the start of the full-scale invasion. According to the Pentagon, as of January 8, 2025, total US military assistance amounted to $66.5 billion.

On February 11, President Donald Trump stated that the US had allocated over $300 billion to Ukraine since the beginning of the full-scale war. On February 19, he raised questions about how the funds were used and called for relevant reports.

Zelenskyy’s response

In response to Trump’s statement, on February 19, President Volodymyr Zelenskyy stated that the total value of weapons used during the full-scale war amounted to $320 billion, of which Ukraine independently provided $120 billion, and $200 billion was provided by the US and the EU together.

Zelenskyy added that the US specifically provided $67 billion in military aid and another $31.5 billion in financial assistance.
