The National Coordination Center for Cybersecurity held a meeting on September 19, 2024. It discussed the use of Telegram in Ukraine, states the Secretary of the National Security and Defense Council of Ukraine Oleksandr Lytvynenko.

According to him, the meeting decided to recommend limiting the use of the Telegram messenger function for official correspondence for official purposes and on official devices.

“The decision of the NCCC is advisory to the Government, but does not apply to official Telegram channels of public authorities,” Lytvynenko said.

Telegram is a popular messaging app that was founded by Russian entrepreneurs Pavel and Nikolai Durov in 2013.

Telegram is also known for its resistance to government censorship in some regions, which has led to its popularity in countries with limited access to other social media platforms. However, its focus on privacy and large group features have also made it a tool for controversial uses, such as facilitating unregulated content sharing or criminal activity.

Background

There have been discussions in Ukraine for a long time about restricting Telegram. The main problem of the messenger, according to the authorities, is the anonymous dissemination of information.

In particular, the head of the Defence Intelligence of Ukraine, Kyrylo Budanov, stated that Telegram poses a threat to the national security of our country. And this spring, the Center for Countering Disinformation reported that Kyiv had the tools to regulate Telegram.

And today, on September 20, it was decided to recommend restricting the use of Telegram in government agencies, military formations, and critical infrastructure facilities.
