Russia uses healthcare denial to force passportization in occupied territories

Russia has devised a new method of passportization for Ukrainian citizens in the occupied territories. Ukrainians are being denied medical services at pharmacies, according to the Defense Intelligence.
According to the Defense Intelligence, in the temporarily occupied territories of Ukraine, Russia has ordered a ban on the sale of essential medications at pharmacies to individuals who have not obtained a Russian passport.
The ban includes insulin and thyroid medications.
Since February of this year, Russians have also prohibited providing medical assistance to anyone who refuses to obtain a Russian passport in the occupied territories.
"Elderly people who remain under occupation without Russian passports have had their pensions cut off by the invaders since the beginning of 2025," the Defense Intelligence reported.
In addition, Russians are deporting Ukrainians who attempt to avoid interaction and cooperation with the Russian occupation authorities.
"The male population under occupation is under constant pressure from the Russians and faces the threat of forced conscription into the Russian occupation army. The situation in the occupied territories of Ukraine illustrates the systemic violation of international law by the aggressor state, Russia, and the continuation of its criminal genocidal policy against the Ukrainian people," the intelligence report states.
Situation in the occupied territories
Earlier, it was reported that in early January, the so-called registry of "controlled persons" was introduced in the temporarily occupied territories of Ukraine. Russians are adding Ukrainians who have not obtained a Russian passport to this registry.
Additionally, starting in February, residents of the temporarily occupied territories will not be able to register a marriage without a Russian passport.
