In early October, President Volodymyr Zelenskyy stated that Russia had shifted to a new doctrine of strikes. According to Ukrainian intelligence, the Russians received authorization to target a much wider range of civilian facilities to force people to leave major cities before winter.

On the evening of October 15, the Russians attacked a private enterprise, and a massive fire broke out there following the strike.

On October 14, Russia struck a residential area in the Voznesenivskyi district of the city. The strikes damaged residential buildings, and rescue workers pulled a man from the rubble.
