Russians exported more than 2 million tons of grain crops grown in the temporarily occupied territories of Ukraine in 2025, according to the Foreign Intelligence Service of Ukraine.

“Under the guise of russian exports, the rf continues to export grain grown in Ukraine’s temporarily occupied territories. To do this, it uses the capacity of the occupied ports in the Azov and Black Seas, first of all the Sevastopol seaport,” the Foreign Intelligence Service said.

According to intelligence data, more than 2 million tons of grain crops grown in the temporarily occupied territories of Ukraine were exported in 2025. The lion’s share fell on the second half of the year, with about 1.4 million tons shipped.

The geography of sales markets is expanding. 53.6% of shipments were delivered to Egypt (490,000 tons) and Bangladesh (250,000 tons).

Supply volumes to Lebanon (78,100 tons) and Türkiye (96,700 tons) increased, and exports of grain to Syria (94,400 tons) were resumed.

Agricultural products are delivered to Djibouti, Saudi Arabia, and Vietnam, and in small volumes even to some Balkan countries.

To circumvent sanctions, Russia carries out “ship-to-ship” operations in the offshore transshipment area of the Port of Kavkaz using accumulation vessels.

This allows Russia to conceal the true origin of the grain, while carriers avoid calling at ports in the occupied territories of Ukraine and reduce the risks of accusations of illegal trade.

This scheme is used in supplying grain to the Kingdom of Saudi Arabia, Bangladesh, and Vietnam.

Russia sells stolen Ukrainian grain

Earlier, Ukraine’s Foreign Minister Andrii Sybiha reported that Russia had formed a shadow grain fleet that stole about 2 million tons of grain from the occupied part of Ukraine last year alone.

Moscow supplied it to markets in Africa, Asia, the Middle East, and Europe. Almost 40% was delivered to Egypt.

The Russians steal Ukrainian grain, partially supply it to Russia, and partially sell it to loyal foreign regimes. Besides, the aggressor country exports grain from the temporarily occupied territories of Ukraine to Iran.

Earlier, Ukraine also warned of tough measures against countries that buy stolen grain from Russia.
