As of October 27, 2025, Russian army losses continue to grow. The General Staff of the Armed Forces of Ukraine updates on the eliminated Russian personnel and equipment.

The total combat Russian losses from February 24, 2022, to October 17, 2025, are estimated to be:

  • Personnel - about 1,137,190 (+800) Russian troops;
  • Tanks - 11,293 (+2);
  • Troop-carrying AFVs - 23,480 (+3);
  • Artillery systems - 34,036 (+34);
  • MLRS - 1,527 (+1);
  • Anti-aircraft systems - 1,230;
  • Aircraft - 428;
  • Helicopters - 346;
  • UAV operational-tactical level - 74,946 (+547);
  • Cruise missiles - 3,880;
  • Warships/boats - 28;
  • Submarines - 1;
  • Vehicles and fuel tanks - 65,655 (+138);
  • Special equipment - 3,981.

Russia is stepping up attacks on Ukraine's energy infrastructure in an attempt to paralyze industrial regions and sow panic among the population. Particularly intense strikes have been recorded in the Sumy, Chernihiv, and Kharkiv regions, where settlements were left without electricity for several days after the attacks.

Russia has stated that it has not violated the Budapest Memorandum, despite its armed aggression against Ukraine. Russian Foreign Minister Sergey Lavrov emphasized that Moscow does not consider its actions to be a violation of the provisions of the international agreement.
