A man who raised a swastika flag outside his home in Lappeenranta, Finland, has been charged with inciting hatred. The accused is originally from Russia, Finnish public broadcaster Yle reports.

A flag bearing Nazi symbols appeared on a flagpole outside a private home in May. It was clearly visible from the street. Local residents filed several complaints with the police, prompting officers to visit the property and seize the flag.

During questioning, the man denied committing a crime. Lappeenranta is located in southeastern Finland, near the Russian border.

The man moved to Lappeenranta from Russia in 1996 and obtained Finnish citizenship in 2000.

According to Yle, his actions bear several hallmarks of Russian information influence operations. The man himself told journalists that his actions had no connection to Russia.

In addition to inciting hatred, the man is charged with making threats and defamation. The victim in these cases is a local politician from Lappeenranta. In 2024, the accused sent him a message that the politician interpreted as a threat.

Finland closed its land border with Russia in late 2023, accusing Moscow of orchestrating the flow of migrants. Since then, Helsinki has regularly warned of hybrid threats from Russia.

European intelligence services are reporting an increase in Russian sabotage operations across the continent. According to the Financial Times, the Kremlin has ordered an expansion of hybrid operations in Europe to weaken support for Ukraine in the coming months.
