Russia has launched a new wave of information attacks against Ukraine, accusing Kyiv of allegedly refusing to negotiate an end to the war, reports Ukraine’s Foreign Intelligence Service.

In the first five days of April, Russia ramped up a new information campaign aimed at discrediting Ukraine. The goal of the operation is to accuse Kyiv of allegedly refusing to engage in negotiations to end the war and to present this narrative to the European Union and the United States.

Moscow is trying to shift the blame for the ongoing hostilities onto Ukraine by portraying itself as a so-called "peacemaker" that is ready for dialogue. Leading Russian propaganda outlets are involved in this effort, including Gazeta.ru, Sputnik, Vedomosti, and Voennoye Obozreniye.

Meanwhile, Russia is also working to infiltrate the global information space by promoting the idea of so-called "Ukraine fatigue." To do this, the Kremlin uses foreign proxy media that present themselves as independent sources. These include Reseau International (France), Magyar Hírlap (Hungary), L’AntiDiplomatico (Italy), Ereport (Slovakia), and others.

At the same time, Russia is attempting to penetrate the Ukrainian information space through anonymous Telegram channels, pseudo-patriotic TikTok accounts, and YouTube content that mimics the voices of Ukrainian soldiers or "independent experts." These resources spread identical messages across different formats — opinion columns, fake interviews, so-called analytical blogs, infographics, and videos on social media. This strategy creates the illusion of a multi-voiced debate, which in reality is being coordinated from a single command center in the Kremlin.

Widespread disinformation online

Since the beginning of the full-scale invasion, Ukrainians have been warned about the massive spread of fake news. In particular, Russian actors are using deepfake technology to produce videos aimed at discrediting Ukraine’s political and military leadership.

Later, the Defense Intelligence of the Ministry of Defense of Ukraine warned that Russia was preparing an information operation targeting the Coordination Headquarters for the Treatment of Prisoners of War.

Last month, Russian disinformation also flooded the social media platform X with false claims about mobilization efforts in Ukraine.
