'Noticeable progress' - Council of Europe published an anti-corruption report on Ukraine

Ukraine is showing progress in preventing corruption among officials, but there are areas where more efforts are needed, according to the report from the Group of States against Corruption (GRECO) of the Council of Europe.
"Ukraine has satisfactorily implemented 18 out of 31 recommendations on corruption prevention in respect of members of parliament, judges, and prosecutors. Of the remaining recommendations, 11 have been partly implemented and two have not been implemented," the report states.
GRECO recognizes the strong commitment shown by Ukraine in respect of work to counter corruption at an extremely difficult time - during the ongoing war of aggression by Russia against Ukraine.
"GRECO has notably recorded progress in implementing its recommendations to ensure effective supervision of the existing financial declaration requirements; to regulate the engagement of parliamentarians with lobbyists; to streamline the process of appointment of judges and related bodies," noted the Group of States against Corruption.
GRECO also added that important legislation has been adopted, and members of the High Council of Justice, the High Qualification Commission of Judges, and the Public Council of Integrity were appointed.
However, the two recommendations that remain not implemented are related to prosecution.
Fully implemented recommendations:
- Take measures to ensure proper control over the existing requirements for asset declarations.
- Approve rules regulating the relationship between members of parliament and lobbyists or other third parties wishing to influence the legislative process.
- Analyze the feasibility of reducing the number of bodies involved in the appointment of judges.
Partially implemented recommendations:
- Improve the rules regarding gifts that may be accepted by MPs, judges, and prosecutors, including lowering the value thresholds for such gifts.
- Ensure all bills are processed with the appropriate level of transparency and consultations.
- Develop and approve a code of conduct for MPs of Ukraine with their participation and ensure easy access to it for the public.
- Significantly strengthen internal mechanisms for controlling integrity within the parliament.
- Ensure that judges' evaluations are carried out by other judges based on pre-established, unified, and objective criteria related to their daily work.
- Ensure that in all proceedings, all decisions regarding the recusal of a judge are made without their participation and can be appealed.
- Formulate the definition of disciplinary offenses related to judges' behavior more clearly.
According to survey data, Ukrainians believe the most corrupt sectors in Ukraine are the activities of law enforcement agencies, as well as land relations and construction.
