Moscow pushing for full passportization on occupied Ukrainian land by 2026
Moscow demands occupying authorities ensure full passportization within temporarily occupied Ukrainian territories by 2026. However, locals continue to ignore Russian documents, according to the National Resistance Center.
"Residents of the temporarily occupied territories continue to sabotage the issuance of passports, and the Kremlin is putting pressure on the Gauleiter," the report said.
According to the NRS, the occupiers are creating conditions in the occupied lands where life without a Russian passport becomes critically difficult.
However, the level of passportization in the occupied territories does not reach 50% within two years. Therefore, as stated in the report, Moscow even officially "allowed voting" without a passport in the TOT in March.
"Without Russian paperwork, Ukrainians are denied medical services, payments, education, and property registration. But the locals ignore the 'state'. Coercion does not work either, when Ukrainians without passports are stopped at checkpoints, raided in villages, etc," the statement says.
Russian forced passportization
Ukrainians refuse to get Russian citizenship in temporarily occupied territories. Despite significant difficulties, the majority of Ukrainian citizens ignore the occupiers' initiatives for passportization.
Recently, it was reported that Russians would deny medical services to Ukrainians in the occupied territories who have not received Russian passports starting in 2024. Occupiers also used local traitors in their forced methods.
