Luxembourg announces third major aid package to help restore Ukraine's energy sector

Luxembourg has made an additional €10 million contribution to Ukraine's Energy Support Fund, according to the Ukrainian Ministry of Energy.
According to the ministry, this marks the country's third financial contribution to support the restoration of Ukraine's energy infrastructure.
"Luxembourg's support is a significant contribution to strengthening the resilience of Ukraine's energy system amid ongoing enemy shelling. This assistance enables the rapid restoration of damaged facilities and helps ensure a stable electricity supply for consumers," said Deputy Minister of Energy Roman Andarak.
It is noted that in 2024, Luxembourg provided €2 million, followed by an additional €10 million in June 2025. The funds were used, among other purposes, to restore energy facilities in the Kharkiv region damaged by Russian attacks.
The Energy Ministry is currently working together with the Energy Community Secretariat to mobilize additional resources to finance the energy companies' needs approved for 2025. Donors have announced plans to contribute a further €350 million to the fund.
"The Ministry of Energy of Ukraine expresses its sincere gratitude to the Government of Luxembourg for its consistent support and solidarity with Ukraine in countering Russia’s energy terrorism," the ministry added.
Energy assistance to Ukraine
Since 2022, Ukraine's Energy Support Fund has become a key mechanism for helping the country maintain its power system amid massive Russian attacks.
Through the fund, hundreds of procurements of equipment for power generation, distribution, and repair work have already been financed.
In particular, on December 4, it was reported that Germany is allocating €100 million to Ukraine for repairs to the energy system. The funds will be channeled through the development bank KfW to Ukraine's Energy Support Fund.
