Kellogg reveals first step of US 22-point peace plan

Trump's Special Envoy to Ukraine, Keith Kellogg, revealed the first point of the US peace plan to resolve the Russia-Ukraine war.
According to Kellogg, the American plan consists of 22 points. The first one is a ceasefire to stop the killings immediately.
"In Istanbul, Secretary of State Rubio made it clear that we have presented 'a strong peace plan'. Coming out of the London meetings, we (the US -ed.) came up with a comprehensive 22-point plan that is a framework for peace. The first point is a comprehensive ceasefire that stops the killing now," he wrote.
Talks in London
On April 23, talks were held in London between Ukraine, the US, and European representatives on ending the war. The meeting was initially planned to be at a lower level, but US Secretary of State Marco Rubio skipped it. Because of this, the delegation level was lowered.
Media reports said Rubio decided to boycott the London talks because Zelenskyy rejected a key US proposal — recognizing occupied Ukrainian Crimea as part of Russia.
However, ahead of the meeting, it was reported that Ukraine, the US, and Europe aimed to agree on a unified position to end the war in Ukraine.
Talks in Istanbul and ceasefire
On Friday, May 16, 2025, direct talks between Ukraine and Russia took place in Istanbul. During this meeting, the sides agreed on a prisoner exchange in a 1,000-for-1,000 format and planned a new meeting, most likely in June.
It was also announced that each side would prepare its own vision for a ceasefire. Yesterday, US Secretary of State Marco Rubio confirmed that each side would develop respective proposals.
