The United States and Iran are considering the possibility of concluding a memorandum of understanding. The aim of the document, developed with the mediation of Pakistan, is to halt hostilities in the region, The Guardian reports.
Details of the Islamabad framework agreement
According to the outlet, journalists from the Iranian news agency Mizan have revealed details of an unofficial draft proposal.
The published data shows that the draft memorandum includes several key provisions on regional security.
The United States commits to lifting the naval blockade on Iranian ports.
In response, Tehran is to return commercial shipping in the Strait of Hormuz to pre-war levels within one month. The shipping through this narrow waterway will be regulated by Iran and Oman.
In addition, the US side is expected to withdraw its forces from the area around Iran.
However, it remains unclear whether this applies to all deployed forces in the region or only those stationed at military bases.
If the parties reach a final compromise within two months, the agreement would be officially approved as a UN Security Council resolution. So far, neither US nor Iranian officials have publicly commented on the information.
US-Iran negotiations
The United States and Iran, through third-party mediation, are considering the possibility of signing a memorandum of understanding on regional security. In particular, negotiators are discussing a plan to reopen the Strait of Hormuz approximately 30 days after an agreement to halt hostilities is finalized.
During this month, Tehran would be obliged to clear naval mines from the area, after which vessels from all countries could pass freely and safely through the strait without transit fees. It is also expected that the ceasefire regime agreed in early April will be extended for another 60 days.
At the same time, officials in Tehran note that reaching a final compromise agreement between the US and Iran is not imminent.
The parties have indeed discussed the parameters of a potential deal with Qatar’s involvement and have made progress in several areas, but it is premature to speak of a rapid breakthrough.
Several key issues regarding the functioning of the strategic waterway and measures to reduce tensions in the Middle East remain unresolved.
