According to the Élysée, French President Emmanuel Macron will chair the coalition’s video conference meeting on February 24 — the fourth anniversary of Russia’s full-scale invasion of Ukraine.

At the same time, British Prime Minister Keir Starmer will co-chair the meeting.

Coalition of the Willing

The Coalition of the Willing is a group of over 30 countries, formed in early 2025 on the initiative of French President Emmanuel Macron and British Prime Minister Keir Starmer.

The group’s main goal is to develop and provide Ukraine with long-term security guarantees that would remain in effect after active hostilities end or a ceasefire agreement is signed.

Coalition members are preparing a plan to deploy support forces in Ukraine. This foreign contingent will not participate in frontline combat but will focus on protecting critical infrastructure, demining, training the Ukrainian Armed Forces, and monitoring airspace.

As President Macron noted, the deployment of foreign forces in Ukraine could take place immediately after a peace agreement is signed between Kyiv and Moscow.
