EU to agree on action plan for casualties from Russian hybrid attacks, Politico reports

Two EU diplomats told the outlet that the foreign ministers of member states will try to establish a course of action on the sidelines of the UN General Assembly in New York in case EU or NATO citizens are killed as a result of a Russian hybrid attack.

Experts warn that the likelihood of such a scenario is increasing.

"Given the scope and shape of Russia’s action, there are bound to be casualties sooner or later. It’s sheer luck there haven’t been any yet," said one of the diplomats.

The source noted that warnings about hybrid attacks have intensified diplomatic efforts within the EU. This week, representatives of the countries will meet in a secure facility of the EU Council to discuss the threat.

Earlier, it was reported that French Interior Minister Laurent Nuñez said that the EU is facing a real and documented hybrid threat from Russia.

EU countries have already warned about possible Russian hybrid actions. Poland has said that Russian intelligence services have stepped up activities against infrastructure supporting Ukraine. Potential targets include railways, bridges and border crossings.
