On Thursday, June 25, Ukraine will receive the first 3.2 billion euros from a 90 billion euro loan from the EU, according to European Commission President Ursula von der Leyen.

"Today, we are transferring the first tranche under the €90 billion Ukraine Support Loan," she emphasizes.

Von der Leyen notes that since the start of Russia’s full-scale invasion, the European Union and its member states have been providing Ukraine with unprecedented economic, financial, and military support.

"This is European solidarity in action," the EC President emphasizes.

Later, Prime Minister of Ukraine Yulia Svyrydenko announces that Ukraine has received the first tranche of 3.2 billion euros.

"The funds are already in the State Budget. They will help strengthen our defense capabilities and support Ukraine’s social resilience," she says.

The €90 billion loan program is intended to support Ukraine in 2026–2027.

Of this amount, €30 billion is planned to be allocated for macro-financial assistance to the state, and another €60 billion for strengthening the country’s defense capabilities.

To receive the funding, Ukraine must provide the European Commission with an assessment of its defense needs. Priority will be given to the procurement of weapons manufactured in Europe; however, in certain cases, the funds may also be used to purchase non-European-made weapons.

On the eve of the first tranche’s disbursement, the EU adjusted its structure. Specifically, 5.9 billion euros, which had been earmarked for the production and procurement of drones for Ukraine, were removed from the initial package. Instead, 3.2 billion euros in direct budget support were included in the first tranche.

According to Euractiv, this decision was made due to technical considerations and the need to ensure effective oversight of how the allocated funds are used.
