Today, September 20, President of Ukraine Volodymyr Zelenskyy delivered a speech at a United Nations Security Council meeting as part of his visit to the United States.

RBC-Ukraine collected the key statements of Ukraine's leader.

The UN is at a dead end regarding aggressions

President Zelenskyy notes that assisting Ukraine in its defense against Russian aggression is equivalent to assisting in defending the UN Charter.

"The resolutions of the General Assembly confirm the fact that the only source of this war is Russia. However, this has not changed anything for Russia in the UN. But similar situations have changed everything for the UN. We must acknowledge that the organization is in a dead end regarding aggressions," he added.

Russian liers at the UN Security Council

"Everyone in the world sees that the UN is ineffective. In this seat at the Security Council, Russia occupies illegally through sideline manipulations after the dissolution of the Soviet Union, there are liers whose job is to justify Russia's aggression and genocide," Zelenskyy noted.

According to him, all of the UN's actions that could stop the aggression are being broken by Russian privileges.

"The aggressor's veto power is what has pushed the UN into a dead end," the president clarified.

Reforming the UN

The head of state emphasized that numerous discussions and projects on the UN reform must be implemented.

"And the discussion should not only be about representation here in the Security Council. The use of the veto privilege is what requires reform, and this could be the key reform that restores the power of the UN Charter," Zelenskyy added.

Two steps for a strong security architecture

According to Zelenskyy, in order to restore the security architecture, the following are necessary:

  • Complete withdrawal of all Russian troops and military formations from the entire sovereign territory of Ukraine within the borders as of 1991.
  • Regain Ukraine's control over the state border and exclusive economic zone in the Black and Azov Seas as well as the Kerch Strait.

"In fact, only the fulfillment of these two points will result in an honest, reliable, and complete cessation of hostilities," he added.

Participation in the Peace Formula

"Each state can demonstrate its leadership within the framework of one or several points of the Peace Formula. We are forming groups according to the formula points, where advisors to national security leaders and diplomatic representatives work," Zelenskyy said.

As the head of state added, these groups define a list of decisions and normative proposals that need to be implemented.

Zelensky's visit to the U.S.

On Monday, September 18, Zelenskyy arrived on a working visit to the United States. He is currently in New York, where he has already spoken at the UN General Assembly and visited Ukrainian military personnel undergoing rehabilitation and treatment.

He also held meetings with President of South Africa Cyril Ramaphosa, Prime Minister of Israel Benjamin Netanyahu, President of the European Council Charles Michel, and more.

It is expected that tomorrow Zelenskyy will meet with the U.S. Secretary of Defense Lloyd Austin and President of the United States Joe Biden.

According to the media, the United States will also announce another large package of military assistance to Ukraine.
