In 2025, Ukraine continues to block Russia's attempts to regain international influence. Through coalitions and diplomatic efforts, Moscow is losing its chances to restore its position in the UN and other organizations, according to Ukrainian Foreign Minister Andrii Sybiha.

Ukraine systematically counteracts these efforts by creating coalitions and alliances aimed at blocking Russia.

In a number of cases, diplomatic work is being conducted behind closed doors to minimize Moscow's chances of regaining its lost positions.

Blocked positions in international bodies

Thanks to the coordinated work of Ukrainian diplomacy together with its partners, Russia was prevented from being elected to eight governing and working bodies, including:

  • The Council of the International Civil Aviation Organization (ICAO) for 2025-2028
  • The Council of the Food and Agriculture Organization of the United Nations (FAO) for 2025-2028
  • The UN Committee Against Torture for 2026-2029
  • The Permanent Forum on Indigenous Issues for 2026-2028
  • The Bureau of the Intergovernmental Oceanographic Commission for 2025-2027
  • The Administrative and Operational Councils of the Universal Postal Union for 2026-2029
  • Commission on Narcotic Drugs for 2026-2029.

International isolation as pressure tool

These results show that Russia is unable to regain its lost positions. Ukrainian diplomacy considers the international isolation of Russia to be an important element of pressure that prevents the aggressor country from returning to the ranks of influential participants in global processes.

Long-term goals and strategy

Ukrainian Foreign Minister Andrii Sybiha stressed that the strategic goal is to keep Russia isolated and prevent it from regaining its influence.

This work is a priority for Ukrainian diplomacy and is in line with the policy of Ukrainian President Volodymyr Zelenskyy.

Russian troops have intensified their offensive in eastern Ukraine, focusing their main efforts on the Donetsk region, coinciding with the failure of US President Donald Trump's peace initiatives.

Slovakia has officially announced that it will not participate in European initiatives to provide military support to Ukraine, refusing to participate in financial programs related to the costs of armaments and warfare.
