The President of Ukraine, Volodymyr Zelenskyy, submitted to the Verkhovna Rada a draft law on sectoral sanctions against the Russian Federation and the Republic of Belarus in the defense and industrial sphere. The restrictions will be in effect for 50 years, according to Bill 10271.

The project proposes to approve the decision of the National Security and Defense Council of Ukraine dated November 20, 2023.

According to the document, it is planned to apply the following sectoral special economic and other restrictive measures (sanctions) to the Russian Federation and the Republic of Belarus in the defense-industrial sphere for 50 years:

1. prohibition of transactions with goods and services, the international transfers of which are subject to the Law of Ukraine "On State Control of International Transfers of Military Purpose and Dual-Use Goods", with residents of the Russian Federation and Belarus, including those conducted with the involvement of residents of other states;
2. suspension of the fulfillment of economic and financial obligations in favor of residents of the Russian Federation and the Republic of Belarus for operations with goods of military purpose and dual use;
3. prohibition of the transfer to residents of the Russian Federation and the Republic of Belarus of technologies, rights to objects of intellectual property rights; ban on actions by residents of the Russian Federation and the Republic of Belarus to obtain security documents, to take other actions related to the protection of rights to intellectual property objects (inventions, utility models, industrial samples, layout of semiconductor products, trademarks, geographical indications, plant varieties, objects of copyright and related rights), except for actions regarding the extension of the term of validity of intellectual property rights and the extension of the term of validity of protective documents; prohibition of registration and accreditation of collective management organizations whose founders are residents of the Russian Federation and the Republic of Belarus;
4. termination of joint projects and industrial programs in the field of security and defense, the participants of which are residents of the Russian Federation and/or the Republic of Belarus, regarding goods of military purpose and dual use.
