Zelenskyy signs extension of martial law and mobilization until November 2025

President of Ukraine Volodymyr Zelenskyy has signed laws extending martial law and general mobilization for 90 days, until November 5, 2025, according to draft laws No. 13471 and 13472 on the Rada's website.
The drafts approved by the Verkhovna Rada on July 15 confirm the presidential decrees extending martial law and general mobilization.
Martial law and mobilization
The Verkhovna Rada approved the president's decrees on martial law and mobilization on the morning of February 24, 2022, for a period of 30 days. After that, the terms were constantly extended—first for a month and then, from May 2022, for three months.
During martial law, the following prohibitions and restrictions may be in place in the country:

movement (border crossing, document checks, curfew);

the right to work and entrepreneurial activity;

the right to secrecy of correspondence and phone conversations;

the right to freedom of speech, the activity of the media, and political parties;

holding elections and referendums.
The volume and sequence of mobilization in Ukraine are determined by the General Staff of the Ukrainian Armed Forces. Men aged 25 to 60 are subject to mobilization.
Prospects for the end of the war
At the end of spring 2025, the readiness of Ukrainians for a prolonged war increased. Currently, 60% of Ukrainians state they are "ready to endure as long as necessary." Another 6% are willing to endure for 1 year, which is a relatively long period.
The Ukrainian government expects the war to continue into 2026. At least, it is preparing corresponding calculations in the state budget for next year and is developing a new program with the IMF.
