The US is changing the rules for discussions on the agreement regarding subsoil resources with Ukraine. Therefore, it is too early to talk about its conclusion, states Ukrainian President Volodymyr Zelenskyy at a press conference.

The head of state emphasized that he is not planning to visit Washington for now, as this issue is not on the agenda. At the same time, he stated that Ukraine is waiting for the final version of the subsoil agreement from the US.

"It seems to me that we have already agreed on a framework agreement, and then a full one. Now, as I understand it, the Ukrainian and American teams are working on this because America is changing these rules and is offering a full agreement right away. However, a full agreement requires detailed examination because these are serious agreements that need to be ratified in parliament," Zelenskyy said.

The president clarified that legal work on such a document is also necessary. They had already agreed on a framework agreement, but now "the rules are changing."

"We need to act cautiously, calmly, look at the agreement, and let the lawyers study it. If there are appropriate provisions, we will support them; if there are issues, we will find answers. So, it's too early to talk about an agreement whose version has changed multiple times. But I don’t want the US to feel that Ukraine is generally against it. We’ve been sending positive signals, and we are for cooperation with the US," the head of state emphasized.

Agreement on mineral resources

Recently, Ukrainian President Volodymyr Zelenskyy mentioned that the US had proposed a new version of the subsoil agreement to Ukraine. This is a full agreement, not the framework agreement the countries had previously considered.

On March 26, US Secretary of the Treasury Scott Bessen revealed that Ukraine is reviewing the draft agreement sent by Washington. The official suggested that the agreement could be signed as early as next week.
