President of Ukraine Volodymyr Zelenskyy has enacted the decision of the National Security and Defense Council (NSDC) to impose sanctions against Russia. Notably, the Artek camp in temporarily occupied Crimea has been included in the list of restrictions, according to Presidential Decree No. 395/2025.

The decree imposes sanctions against 48 individuals. Among them is Roman Alyokhin, known as a Russian war correspondent. Last year, he served as an adviser to the government of Russia’s Kursk region.

Notably, Alyokhin signed a contract this year with the Akhmat unit, which is fighting against Ukraine, but served there for only 23 days.

Sanctions also target nine legal entities, including:

  • The International Children's Center Artek (under the control of Russia's Ministry of Education since the occupation of Crimea);

  • The All-Russian Public-State Movement of Children and Youth ;

  • The Dvizhenie Pervykh (Movement of the First) regional branch of the All-Russian Public-State Movement of Children and Youth in the Kherson region;

  • The autonomous non-profit organization Center for Humanitarian and Cultural Initiatives Rassvet;

  • Melitopol State University;

  • The Znanie (Knowledge) Russian Society;

  • The Voluntary Society for Assistance to the Army, Aviation and Navy of Russia in the city of Sevastopol;

  • The Maritime Innovation Center of the regional branch of the All-Russian Public-State Organization Voluntary Society for Assistance to the Army, Aviation and Navy of Russia in Sevastopol;

  • The Taifun (Typhoon) All-Russian Public Organization of Marines.

For reference, Ukraine’s National Resistance Center earlier reported that Russia had turned Artek into a rest area for occupying forces. As of April, around 30 Russian soldiers had already stayed there.

EU sanctions against Artek

For reference, the European Union imposed sanctions against the Artek International Children's Center back in June of last year.

At the same time, restrictions were also introduced against the mother of the Head of Chechnya, Ramzan Kadyrov, Aymani Kadyrova.
