Graham is known for his active support of Ukraine, having repeatedly called for recognizing Russia as a state sponsor of terrorism or even proposing for Russian military to eliminate dictator Vladimir Putin.
Meanwhile, the US Congress has been unable to approve new funding for aid to Ukraine for several months now to continue supplying weapons and more. This situation is tied to disagreements between Republicans and Democrats regarding border security funding, which was included in the aid package for Ukraine, Israel, and Taiwan.
On February 13, the Senate approved the document. However, House Speaker Mike Johnson refuses to bring the bill to a vote. In order for it to take effect, the document must be approved by the House of Representatives and signed by the president.
