US Senate moves to stop Trump’s Cuba war plans amid friendly takeover claims

US Democratic senators have introduced a resolution aimed at preventing President Donald Trump from using military force against Cuba without prior approval from Congress, according to a report by AP.
A group of influential senators, including Tim Kaine, Ruben Gallego, and Adam Schiff, initiated the measure to limit President Trump’s war powers. The resolution calls for the immediate withdrawal of US troops from any combat operations against Cuba if they are launched without congressional authorization.
The senators argue that failing to restrict Trump’s military authority could risk triggering another global conflict.
Senator Tim Kaine emphasized that the US Constitution clearly grants Congress the power to declare war. According to him, the Trump administration is acting as if it can unilaterally launch operations not only against Cuba but also in Venezuela and Iran, without reporting to the public.
'Friendly takeover': Trump’s statement that changed everything
Tensions around Cuba escalated after Trump’s remarks this week. During a press conference in Florida, he raised the possibility of a so-called friendly takeover of the island.
The president noted that negotiations with the Cuban leadership are being handled by Secretary of State Marco Rubio, and more active measures might be considered after the conflict with Iran concludes.
Rubio previously told senators that the US administration would like to see a change of government in Cuba, though he denied any intentions of direct provocation.
Political pressure on the White House
This is not the first time Democrats have tried to use a war powers resolution as a tool of pressure. Although the Republican majority often blocks such initiatives, these resolutions serve as a platform for sharp criticism of Trump’s foreign policy.
A vote on the Cuba resolution is expected by the end of March 2026.
In addition, next week, senators plan to bring similar measures concerning the war with Iran to a vote. The opposition's main demand is for open hearings in which the administration must clearly explain the US strategy in new military conflicts.
