US Congress says Trump’s $5,000 payout plan requires their approval

Speaker of the US House of Representatives Mike Johnson stated that President Donald Trump's proposal to pay dividends of $5,000 to adult US citizens will require Congressional approval, according to Axios.
As Axios reports, Trump and his senior officials claim they can send out payment checks without Congressional involvement. Moreover, this is even though their cost could exceed $1.3 trillion.
However, Johnson told CNN and NBC News the opposite.
"He'd need Congress to act. I commit that Congress will work through it and find consensus on that like they have to do everything else," the Speaker of the House stated.
What preceded this
At the Republican Party convention in Dallas last week, Trump promised to pay every adult American $5,000 if Republicans retain control of the House of Representatives and Senate after the midterm elections in November.
Shortly thereafter, the head of the White House stated that, in his opinion, the payments would be made without the need to approve this decision through Congress.
