President Volodymyr Zelenskyy has submitted to the Verkhovna Rada a draft law No. 13302 on the establishment of the Specialized District Administrative Court and the Specialized Administrative Court of Appeal.

According to the explanatory memorandum, this draft law has been developed to fulfill the requirements of the Constitution and laws of Ukraine concerning the establishment and operation of the Specialized District Administrative Court and the Specialized Administrative Court of Appeal.

These draft laws propose to establish the Specialized District Administrative Court and the Specialized Administrative Court of Appeal with their seat in Kyiv. However, their jurisdiction will be extended to the entire territory of Ukraine.

Before this, the High Council of Justice approved the President's draft law on the Establishment of the Specialized District Administrative Court and the Specialized Administrative Court of Appeal.

In December 2022, Zelenskyy signed a law liquidating the Kyiv District Administrative Court and establishing the Kyiv City District Administrative Court. At the same time, Zelenskyy submitted a bill to liquidate the Kyiv District Administrative Court back in April 2021.

The Verkhovna Rada approved the liquidation of the scandalous Kyiv District Administrative Court in December. Zelenskyy explained his initiative to liquidate the court by saying that it was mired in corruption scandals and had lost its credibility.

President Zelenskyy signed a law establishing a Specialized District Administrative Court. It will replace the liquidated Kyiv District Administrative Court.
