Ukraine sanctions 94 shadow fleet captains smuggling Putin's oil across the globe

Ukraine has prepared three sanctions packages, with the first one already enacted. It targets the captains of Russia's shadow fleet, said Ukrainian President Volodymyr Zelenskyy.
"Today, I held a meeting on our sanctions policy. Three sanctions packages have been prepared. The first package has already been applied — sanctions against the captains of Russia's shadow fleet," Zelenskyy said.
He added that Ukraine would synchronize these packages with partner countries to ensure the pressure is effective across multiple jurisdictions.
The presidential decree enacting these sanctions has been published on the President's official website. Restrictions have been imposed on 94 individuals. The list includes Russian citizens, as well as nationals of Georgia, Bangladesh, and China.
Several companies have also been sanctioned, including:
- Argo Tanker Group LLC;
- Gazpromneft Shipping LLC;
- SCF ECO LLC;
- SCF Prirazlomnoye LLC;
- SCF TM LLC.
Vladyslav Vlasiuk, Ukraine's Presidential Commissioner for Sanctions Policy, provided further details to journalists regarding the sanctions package.
He confirmed that the Shadow Fleet Captains package includes sanctions against 94 captains who transported Russian oil in violation of the price cap. The package also targets five companies operating this fleet.
"For example, Soe Hlaing Win, a citizen of Myanmar, is the captain of the tanker JUN MA. This vessel is already under sanctions by the EU, Switzerland, the United Kingdom, Canada, and Australia. He has made over 40 voyages from Russian ports to China, India, and Turkey. Personal restrictions against such captains will make involvement in sanction evasion schemes toxic and will block their access to the civilized world," Vlasiuk said.
Sanctions against Russia
Earlier this week, Zelenskyy imposed sanctions on Russia's shadow fleet by signing a law passed by Ukraine's Parliament.
The document states that sanctions and arrests of Russian vessels will enhance Ukraine's security and limit the Kremlin's ability to fund its war efforts through shadow oil shipments.
Ukraine's Foreign Minister Andrii Sybiha said that in the coming weeks, Ukraine and its partners will step up efforts to fully align their sanctions against Russia. The aim is to raise the cost of war for Moscow.
