Which cities in the world are considered the most attractive for tourists, and why do people choose them for their vacations? The global ranking is based on comfort, developed infrastructure, environmental quality, and safety.

Euromonitor International shares the new Top 100 City Destinations Index 2025, ranking the world’s cities that are best suited for travelers.

How cities were evaluated

In 2025, the Euromonitor index was based on more than 50 indicators, grouped into six pillars:

  • Economic and business attractiveness – stability, opportunities, logistics;

  • Tourism efficiency and infrastructure – ease of transport, accommodation, mobility, and dining;

  • Governance, city appeal, and cultural potential – history, atmosphere, culture, and image;

  • Safety and health – security, hygiene, stability;

  • Sustainability and environment – tourism without overcrowding, careful attention to nature and residents;

  • Ability to adapt and adopt innovations – from digital solutions to smart services.

This goes beyond simply being an interesting, affordable, or trendy city. It reflects comprehensive comfort where convenience, safety, atmosphere, and the potential for a great experience all align.

Top 10 best cities in the world for travel in 2025

According to experts, Paris takes the top spot again. The city has maintained its reputation for decades: art, romance, and gastronomy all come together like a perfectly tuned classic.

In second place is Madrid. Not as flashy as Barcelona, but warm, sunny, calm, and very pleasant for living and strolling. A city where you can spend the day in museums and end the evening in a lively bar – all naturally.

Third is Tokyo, a Japanese time machine. Here, cutting-edge technology stands next to temples that have silently watched over the city for centuries. Comfort, cleanliness, and discipline are precise and meticulous.

Ninth is Singapore, a city of the future. Even the airport outshines half of Europe’s capitals, and the cleanliness seems unreal.

Tenth is Seoul, a burst of cultural and technological energy. K-culture, robotic services, traditional markets – all in one vibrant mix.

What changed in 2025

This year's ranking focuses not on the number of tourists, but on smart tourism. Here's what is changing:

  • Cities no longer compete for every tourist. They focus on visitors who are willing to stay several days, spend money, and respect the rules.

  • Instead of chaotic growth, cities invest in infrastructure, the environment, and safety.

  • Emphasis on modern technology: smart transport, digital visas, mobile services – making travel convenient and comfortable in every way.

For European and Asian megacities, this means modernization combined with preserving the soul of the city.
