Russia plans to create a unified platform for graduates of its universities from Africa to coordinate their activities in promoting the Russian language and shaping a positive image of the country abroad, according to the Center for Countering Disinformation on Telegram.

The Russian authorities intend to organize a centralized platform for African graduates of Russian universities.

According to the Center for Countering Disinformation, the main goal of the initiative is to coordinate the activities of these graduates, who are already actively involved in promoting the Russian language and shaping a positive image of Russia abroad.

Mechanism and objectives

The initiative was announced at the conference Russian Language – the Basis of Integrative Dialogue in the CIS and later publicized through a sanctioned platform specializing in Russian propaganda and influence in Africa.

The creation of the platform will allow the Russian authorities to institutionalize their educational influence, turning graduates into agents of cultural and political sway capable of promoting pro-Russian ideas and cultivating loyal elites in African countries.

Context and expert assessment

The CCD emphasizes that the Kremlin has long used the education of foreigners as a tool of soft power.

The platform will institutionalize this practice, ensuring ongoing control over graduates and their involvement in promoting Russia’s interests abroad.

In the temporarily occupied territories of Ukraine, Russians are massively installing satellite kits, replacing Ukrainian equipment and restricting residents’ access solely to Russian TV channels.

Additionally, the Russian authorities are advising citizens to invest in OFZ bonds and gold instead of foreign currency, presenting this as a way to preserve savings while simultaneously using these measures to replenish the budget and support military spending.
