Russia still has enough resources to wage war through 2028, Ukraine's intelligence chief says

Russia's economy has weakened since the full-scale invasion, but the resources available to wage war against Ukraine may be enough to last through 2027 and 2028, Oleh Ivashchenko, head of Ukraine's Defense Intelligence, says in an interview with Ukrinform.
According to the head of Ukrainian intelligence, the aggressor is now in a much worse financial position than at the beginning of the war. The main problems of the Russian system are an acute shortage of labor, a rapidly growing federal budget deficit, and a general deterioration of the situation in the banking sector.
Despite these difficulties, Russia still maintains a substantial reserve of strength to continue fighting on the front.
"It still has sufficient resources to wage war against Ukraine. We do not rule out that these resources will be enough for 2027 and 2028 as well," Ivashchenko emphasized.
How to deprive Russia of the ability to wage war
Completely exhausting the aggressor's war machine requires coordinated and tough work from Ukraine together with international partners. Sanctions must play a key role, and must actually work to deprive the enemy of access to technology.
"We understand which countries' electronic components, machine tools, and specialty chemicals enter Russia from. Many shell companies are emerging that bring into Russia what later serves its war machine against us," Ivashchenko noted.
On September 6, three rounds of talks between the Ukrainian delegation and US special envoys Steve Witkoff and Jared Kushner took place in Kyiv.
During the meetings, the sides discussed ways to end the war, security guarantees for Ukraine, its future, as well as economic recovery and postwar reconstruction.
Following the talks, the American representatives called the meeting substantive and said they were interested in achieving long-term peace.
