On October 12, missiles struck Kyiv before an air raid alert was declared, and the following evening, CHP-4, one of the city's main power plants, came under attack.

On both occasions, Ukraine's partners did not warn it about the launches, although US President Donald Trump assured that intelligence sharing was ongoing. Ukrainian President Volodymyr Zelenskyy then stressed that Russia was ignoring US calls for an energy truce and was once again targeting power plants.
