As of October 28, the Ukrainian General Staff published updated figures on Russian military losses, including personnel, equipment, and weaponry, according to a post on the General Staff’s official Telegram channel.

The total combat Russian losses from February 24, 2022, to October 28, 2025, are estimated to be:

  • Personnel - about 1,138,750 (+1,060) Russian troops;
  • Tanks - 11,299 (+6);
  • Troop-carrying AFVs - 23,508 (+28);
  • Artillery systems - 34,044 (+8);
  • MLRS - 1,529 (+2);
  • Anti-aircraft systems - 1,230;
  • Aircraft - 428;
  • Helicopters - 346;
  • UAV operational-tactical level - 75,054 (+108);
  • Cruise missiles - 3,880;
  • Warships/boats - 28;
  • Submarines - 1;
  • Vehicles and fuel tanks - 65,786 (+131);
  • Special equipment - 3,984 (+3).

Looking ahead, the coming winter is expected to mark a critical phase of the war, with international support for Ukraine strengthening. European countries are considering expanding aid to bolster the country’s defense capabilities and ensure the stability of its energy system.

Meanwhile, Russia continues to claim that it has not violated the Budapest Memorandum despite its armed aggression against Ukraine. Russian Foreign Minister Sergey Lavrov emphasized that the country’s actions do not contradict the provisions of the agreement.
