“Russia poses a direct threat to Europe's security, but security is made up of many different elements that vary from east, south, north, and west,” she said.

In particular, Callas pointed to the presence of hybrid threats from Russia.

“We are seeing various hybrid threats across Europe, such as sabotage, cyber-attacks, dangerous shadow fleets, GPS interference, and cable damage,” Kallas said.

Threats to Europe from Russia

This is not the first time that EU and NATO countries have spoken about hybrid threats from Russia. And Kallas herself has spoken out on this issue more than once. For example, Kallas has previously expressed concern about Russia's ability to influence democratic elections with the help of modern technologies.
