US Secretary of State Marco Rubio will not participate in the upcoming talks on the war in Ukraine, which will take place in London on April 23. Instead, US Special Envoy Keith Kellogg will represent the United States at the meeting, stated US State Department spokesperson Tammy Bruce during a briefing.

"As we know, Secretary Rubio is a busy man," she said.

"In this particular instance, while the meetings in London are still occurring, he will not be attending. But that is not a statement regarding the meetings. It's a statement about logistical issues in his schedule," the State Department spokesperson stated.

She added that the United States would be represented at the meeting by US President Donald Trump's Special Envoy, Keith Kellogg.

At the same time, Financial Times correspondent in Kyiv, Christopher Miller, reported that US Special Envoy for the Middle East, Steve Witkoff, will not attend the London talks.

London talks

Ukraine will meet with representatives from the United Kingdom, France, and the United States in London on Wednesday, April 23. The allies will continue the discussions initiated in Paris regarding a full ceasefire and will discuss Washington's peace proposals.

The Ukrainian delegation at the London talks will include:

  • Andriy Yermak, Head of the Presidential Office;

  • Rustem Umerov, Minister of Defense of Ukraine;

  • Andrii Sybiha, Minister of Foreign Affairs of Ukraine;

  • Pavlo Palisa, Deputy Head of the Presidential Office.

Earlier, Bloomberg reported that US representatives, including Secretary of State Marco Rubio and Special Envoys Steve Witkoff and Keith Kellogg, would attend the meeting, while European countries would send Foreign Ministers and National Security Advisors.
