In September, Russian President Vladimir Putin instructed Russia’s military leadership to abandon any rules of war. This also applies to air attacks on Ukraine, Ukrainian President Volodymyr Zelenskyy said in an interview with the Financial Times.

According to him, in September, Putin instructed the Russian military leadership to abandon restrictions during air attacks.

This led to a sharp increase in strikes on civilian targets in Ukraine amid large-scale efforts to regain the upper hand in the war.

Ukrainian intelligence services obtained this information after intercepting conversations between Kremlin officials.

"He (Putin – ed.) said there are no rules now," Zelenskyy said.

According to the Ukrainian president, Putin issued the order in September, when Russia began intensifying attacks on Kyiv, striking schools, hospitals and data centers.

Zelenskyy stressed that Russia’s attack on a school in Kyiv on October 1 showed how widespread such targeted strikes had become.

The latest Russian campaign is a response to Ukrainian strikes on oil refineries, ports and storage facilities deep inside Russia, which have led to fuel shortages and increased a sense of insecurity in the country’s cities and tourist centers.

Earlier, it was reported that Russia is preparing the largest energy-sector strike campaign of the entire war against Ukraine, involving the launch of up to 1,000 missiles, drones and bombs against power plants, substations and water-supply facilities.
