Norway has announced a major new support package for Ukraine for 2027, with funding expected to remain at roughly the same level as this year, according to the Norwegian government.

Norway plans to provide Ukraine with 85 billion Norwegian kroner, or about $9.2 billion, in 2027. This would put next year's support at approximately the same level as in 2026.

According to Norwegian Prime Minister Jonas Gahr Støre, the decision has broad political support in Norway.

“Norway's support will continue. Backed by all parties in Parliament. In 2027 we will maintain support at the same level as this year, approximately $9 billion,” he said.

The package will include military, humanitarian and financial assistance.

Funding will be allocated based on Ukraine's needs

Støre stressed that Ukraine itself will determine the priorities, while Norway will seek to address its most urgent needs.

“It will follow Ukrainian priorities. Ukraine defines the needs, and we do what we can to respond to them,” the Norwegian prime minister said.

He also emphasized that Norway's support for Ukraine is intended as a long-term commitment and will not end when the war does.

“Supporting and rebuilding Ukraine is not assistance alone. It is an investment in Europe's own security,” Støre said.

In July 2026, Norway announced 3 billion Norwegian kroner, or about €268 million, to strengthen Ukraine's air defense. Part of the funding will go toward purchasing missiles for Patriot systems.

Norway, together with Denmark, Germany and Canada, will order missiles directly from the United States under the PURL program. At the same time, to speed up deliveries, Oslo plans to purchase some of the required ammunition from countries that already have it in stock.
