On Sunday, November 30, Ukrainian and US delegations held another meeting in Florida to continue refining President Trump’s peace plan. However, several key issues remain unresolved, according to The Wall Street Journal.

According to a US official, the talks touched on possible new elections in Ukraine as well as the idea of potential territorial "exchange" between Russia and Ukraine. At least one major issue, however, remained unresolved.

The Wall Street Journal reports that several key points are still open, including what form US and Western security guarantees for Ukraine might take, and whether the Kremlin will continue insisting on international recognition of the territories it currently occupies.

WSJ notes that the negotiations between the US and Ukrainian delegations lasted more than four hours. US Secretary of State Marco Rubio said progress had been made, while also stressing that the discussions were difficult.

A WSJ source said that after Sunday’s meeting, President Trump’s special envoy Steve Witkoff and the US president’s son-in-law Jared Kushner will travel to Russia on Monday to continue talks.

Earlier on Sunday, President Trump said that Witkoff is expected to meet with Kremlin leader Vladimir Putin next week - effectively this week.

US peace plan and security-guarantee demands

A few weeks ago, the US presented Ukraine with a new peace plan aimed at ending the war. The original draft contained 28 points, many of which strongly favored Russia.

Because of this, delegations from the US, Ukraine, and Europe met in Geneva on November 23 to revise the document and make it more acceptable for Kyiv.

As a result, the number of points was reduced, and the document now looks significantly different from the initial version. Another round of talks between Kyiv and Washington took place yesterday, November 30, to continue refining the proposal.

According to Axios, when the US first presented its peace plan, it also handed Ukraine a separate document outlining security guarantees modeled on NATO’s Article 5.

However, Politico recently reported that Rubio has signaled to European allies that the US intends to secure a peace agreement before offering any form of security guarantees to Ukraine.
