In the temporarily occupied territories of Ukraine, there are still people who have refused to accept Russian passports. As a result, the enemy will assign them a new status, according to the National Resistance Center (NRC).

Starting from January 1, 2025, citizens without a Russian passport who are in the occupied territories will receive the status of foreign citizens or stateless persons.

Furthermore, the so-called LPR (Luhansk People's Republic) migration service's website states that adults who have not obtained a Russian document will be considered foreigners but currently have the right to reside in the temporarily occupied Luhansk region until December 31, 2024.

After this period ends (if the person does not exchange their Ukrainian passport), Russians will require the individual to register for migration or obtain permission from the occupation authorities for temporary residence.

"Currently, the Russians are creating a register of foreigners who are in the country illegally, and the gauleiters threaten to include Ukrainians who refuse to obtain a Russian passport," added the NRC.
